Leonard Fletcher, PE, PLS
President | Principal
Leonard leads the firm from our Shelby office with over 45 years of progressive experience in engineering and planning projects. Leonard takes a hands on approach, managing the firm, the team’s resources and quite often you will find him on a project site. He has led projects at TGS for over 40 years, focused on structural design and inspection, planning, surveying, design and construction of roadways and railways. Leonard has been responsible for inspection of thousands of structures throughout the Southeast as well as design build, repair and replacement designs…easily in the thousands by now.
Jeff Brittain, PE
Corporate Vice President | Senior Rail Engineer | Principal
With 34 years of experience with all phases of railway and highway transportation projects, Jeff has been instrumental in the development of hundreds of projects in the Southeast. Jeff leads the team in the Morganton office, primarily focused on structures that involve new or replacement railway grade separation on new or relocated track alignments, and highway structures over railways, highways and streams. Jeff has worked closely with the Norfolk Southern Corporation on hundreds of structure replacement and rehabilitation projects, including overhead and underpass grade separations in North Carolina, South Carolina, Virginia, Tennessee, Kentucky, Ohio, West Virginia and Indiana. Jeff is an active member of AREMA and sits on the Committee 15 – Steel Structures.
Allen Raynor, PE, CPM, MBA
Vice President | Senior Project Manager
Allen currently serves TGS as Vice President and Office Manager for the Raleigh office. He has over 38 years of experience in bridge design, construction and inspection as well as railroad coordination, having spent his career serving NCDOT in the Structures Management Unit. While with the Department, Allen had 19 years of experience working in structure plan production groups and over 12 years as Assistant State Structures Engineer where he was responsible for Design-Build Coordination, Railroad Bridge Coordination, Working Drawing Approvals Group, Engineering and Policy Development Group, Private Firm Coordination and Plan Checking Group and briefly the State Bridge Program.
